Just to clear, that these are hardware restrictions, not PGI's.

The answer is that what is running on one MIMD unit is independent from what is running on another. However, on a Tesla only one kernel at a time can be running on your GPU. Hence, while each MIMD can be running different parts of the kerenl, they are all running the same kernel. Fermi allows for multiple kernels to be launched, however PGI has not yet added support for this feature.
