The same source code compiled using PGI Accelerator VF 12.10 now returns
"call to cuMemcpyDtoHAsync returned error 1: Invalid value" in version 13.7.
What has changed in the compiler?

Many things. New featues, bug fixes, etc. See the release notes for details.

This typically means that the one of the pointers being passed to the Memcpy is bad, a device pointer when expecting host, or a host pointer when expecting a device pointer. Though, I'd need a reproducing case to tell you why this is occuring in your code.
